McCarren condo detail

I am tired of waiting for the icing on the condo -- the mystery detail still missing from the empty clock face on the big orange McCarren Park condo.  I see only one possibility -- simulated on the right in the picture here.

As for the belt-buckle eyeball arrowed on the left, I stick to my guess that it will house a laser weapon.
